জানা গেছে, ভোটকেন্দ্র, প্রার্থী, ভোটার, প্রিজাইডিং অফিসার ও রিটার্নিং অফিসারদের নিরাপত্তা দিতে ইতিমধ্যেই নির্বাচনী ছক প্রস্তুত করেছে আইনশৃঙ্খলা বাহিনী। নির্বাচন সুষ্ঠু করতে মাঠে মোতায়েন করা হয়েছে ৭ লাখ ৫০ হাজারেরও বেশি আইনশৃঙ্খলা বাহিনীর সদস্য, যা গত একাদশ জাতীয় সংসদ নির্বাচনের চেয়ে ১ লাখ ৩০ হাজার বেশি।

৩০ ডিসেম্বর ২০১৮ সালের নির্বাচনে বিজিবি-কোস্টগার্ড ১১ দিন, র‌্যাব-আর্মড পুলিশ ব্যাটালিয়ন ৮ দিন এবং সশস্ত্র বাহিনী ১০ দিন মোতায়েন ছিল। 5 জানুয়ারী 2014. 29 ডিসেম্বর 2008 তারিখে সংসদ নির্বাচনের জন্য সশস্ত্র বাহিনীর প্রায় ৫০,০০০ সদস্য মোতায়েন করা হয়েছিল।

পুলিশ সদরদপ্তর সূত্রে জানা যায়, নির্বাচনে সেনাবাহিনী, র‌্যাব, বিজিবি, আনসার ও কোস্টগার্ডের সদস্যরা মাঠে থাকলেও নিরাপত্তার মূল দায়িত্বে থাকবে পুলিশ। নির্বাচনে পুলিশের প্রায় ৮০ শতাংশ সদস্য ভোটের মাঠে মোতায়েন থাকছে। নির্বাচনী দায়িত্ব পালনের জন্য অধিকাংশ জায়গায় বিরতিহীনভাবে ডিউটি থাকবে পুলিশ সদস্যদের। আবার কিছু জায়গায় থাকবে শিফটিং ও মোবাইল টহল। নিশ্ছিদ্র নিরাপত্তা দিতে পুলিশ সদস্যরা নিজেদের ও অন্য বাহিনীর সঙ্গে সমন্বয় করে কাজ করবেন।

নির্বাচনে যে কোনো ধরনের উদ্ভূত পরিস্থিতি মোকাবিলায় সর্বোচ্চ সতর্ক থাকবে পুলিশ। এ বিষয়ে মাঠ পুলিশকে প্রয়োজনীয় নির্দেশনা দেওয়া হয়েছে। ভোটারদের নিরাপত্তা ও ভোটকেন্দ্রের নিরাপত্তা দিতে পুলিশ বদ্ধপরিকর।- বিপ্লব কুমার সরকার

ঢাকাসহ দেশের বিভিন্ন থানা এলাকায় খোঁজ নিয়ে জানা যায়, পুলিশ সদস্যরা প্রতিদিন যেসব কাজ করেন, এর বাইরেও এখন বাড়তি কাজ করতে হচ্ছে। গুরুত্বপূর্ণ এলাকায় নজরদারি বাড়ানো, সভা ও মিছিল-মিটিংয়ে অপ্রীতিকর ঘটনা এড়াতে বাড়তি নিরাপত্তা, টহল বাড়ানোসহ নানা কাজ করতে হচ্ছে পুলিশকে। ইসির নির্দেশে তারা রুটিন ডিউটির বাইরে এসব কাজ করছেন। ফলে ক্লান্তি বেড়েছে পুলিশের প্রত্যেক সদস্যের।

এলাকার চিহ্নিত সন্ত্রাসীদের গ্রেফতারেও কাজ করছে পুলিশ। এবার বৈধ অস্ত্র জমা না নেওয়ায় অবৈধ অস্ত্রের ব্যবহার যাতে কোনোভাবে না বাড়ে সে দিকটিও খেয়াল রাখতে হচ্ছে পুলিশকে।

পুলিশের মূল ডিউটির বিষয় যেসব ফোকাস

পুলিশ সদর দপ্তর সূত্রে জানা যায়, পুলিশ মোট পাঁচদিন ভোটকেন্দ্রে দায়িত্ব পালন করবে। নির্বাচনের তিনদিন আগে তারা মাঠে নামবে এবং নির্বাচনের দুদিন পর পর্যন্ত তারা দায়িত্ব পালন করবে। সারাদেশে পুলিশ বাহিনীতে সদস্য আছে দুই লাখ ১২ হাজার। নির্বাচন কেন্দ্র করে সারাদেশে প্রায় দুই লাখ পুলিশ সদস্য মোতায়েন থাকছেন। তারা নির্বাচনের সময় টহল দেওয়া থেকে শুরু করে স্ট্রাইকিং টিম, ম্যাজিস্ট্রেটের সঙ্গেও ডিউটিতে থাকবেন। এমনকি ওইদিন যিনি থানার সিসি লিখবেন, তিনিও থাকবেন নির্বাচনী দায়িত্বে। এছাড়া জামিনে ছাড়া পাওয়া আসামিরাও বিশেষ নজরদারিতে থাকবে।

ঝুঁকিপূর্ণ কেন্দ্রে পুলিশের বাড়তি ফোর্স মোতায়েন রয়েছে। কোনো কোনো দুর্গম এলাকার কেন্দ্রও ঝুঁকিপূর্ণ। সেগুলোর জন্য থাকছে বাড়তি ফোর্স। নির্বাচনী এলাকা থেকে পুলিশ যে কোনো অভিযোগ পেলে তা গুরুত্বের সঙ্গে আমলে নিয়ে নিরপেক্ষভাবে তদন্ত করছে। পুলিশের কাছে সব প্রার্থী সমান। প্রচার-প্রচারণার ক্ষেত্রে সব প্রার্থী যেন সমান সুযোগ পান, এর নির্দেশনা দেওয়া আছে।

সার্বিক আইনশৃঙ্খলা পরিস্থিতি মোকাবিলায় সারাদেশে এরই মধ্যে মাঠে নেমেছে র‌্যাব, বিজিবি, ব্যাটালিয়ন আনসার, এপিবিএন এবং কোস্টগার্ড। আইনশৃঙ্খলা রক্ষাকারী বাহিনীর এ সংস্থাগুলো নিরাপত্তা রক্ষায় স্ট্রাইকিং ফোর্স হিসেবে দায়িত্ব পালন করবে।

ভোটকেন্দ্রে যেভাবে মোতায়েন থাকবে আইনশৃঙ্খলা বাহিনী

নির্বাচন কমিশন সূত্রে জানা যায়, গুরুত্বপূর্ণ ভোটকেন্দ্রে আইনশৃঙ্খলা বাহিনীর দুই লাখ ১৫ হাজার সদস্য মোতায়েন থাকবে। সাধারণ ভোটকেন্দ্রে মোতায়েন থাকবে চার লাখ ৭২ হাজার সদস্য। এবারের নির্বাচনে মোট ১১ কোটি ৯৬ লাখ ৯১ হাজার ৬৩৩ জন ভোটার তাদের ভোটাধিকার প্রয়োগ করার সুযোগ পাবেন। এবার ৩০০ নির্বাচনী এলাকার প্রতিটি ভোটকেন্দ্রে ১৫-১৭ নিরাপত্তা সদস্যের একটি দল মোতায়েন করা হবে।

নির্বাচন কমিশন সূত্রে আরও জানা যায়, মেট্রোপলিটন এলাকার বাইরে অস্ত্রধারী দুজন পুলিশ, অস্ত্রধারী একজন আনসার, অস্ত্র বা লাঠিধারী একজন আনসার, ১০ জন আনসার, লাঠি হাতে একজন বা দুজন গ্রামপুলিশ সদস্যসহ ১৫-১৬ জনের একটি দল সব সাধারণ ভোটকেন্দ্রের নিরাপত্তা দেবে। গুরুত্বপূর্ণ ভোটকেন্দ্রের ক্ষেত্রে (যেগুলো ঝুঁকিপূর্ণ কেন্দ্র হিসেবে বিবেচিত) অস্ত্রসহ তিনজন পুলিশসহ ১৬-১৭ জনের দল থাকবে।

বিজিবির ৪৬ হাজার ৮৭৬ সদস্য মোতায়েন

বর্ডার গার্ড বাংলাদেশ (বিজিবি) জানায়, রাজধানীসহ সারাদেশে বাহিনীর ১ হাজার ১৫১ প্লাটুনের ৪৬ হাজার ৮৭৬ সদস্য মাঠে নেমেছে। ভোট ঘিরে ২৯ ডিসেম্বর থেকে ১৩ দিন পুলিশ, র‌্যাব, সশস্ত্র বাহিনীর সঙ্গে মাঠে থাকবে তারা।

বিজিবির জনসংযোগ কর্মকর্তা মো. শরীফুল ইসলাম জাগো নিউজকে বলেন, ‘স্থানীয় বেসামরিক প্রশাসনকে সহায়তার জন্য ‘ইন এইড টু দ্য সিভিল পাওয়ার’ এর আওতায় ২৯ ডিসেম্বর থেকে আগামী ১০ জানুয়ারি পর্যন্ত ঢাকাসহ সারাদেশের নির্বাচনী এলাকায় শান্তি-শৃঙ্খলা রক্ষার্থে বিজিবি টহল ও স্ট্রাইকিং ফোর্স হিসেবে কাজ করবে।’

র‌্যাবের দায়িত্ব

আইনশৃঙ্খলা রক্ষার জন্য অন্য আইন প্রয়োগকারী সংস্থাকে সহায়তা দেবে র‌্যাব । ভোটকেন্দ্র ও ভোট গণনার ক্ষেত্রে শান্তি-শৃঙ্খলা রক্ষার্থে দায়িত্ব পালন করবে। নির্বাচনী দায়িত্ব পালনের জন্য প্রতিটি আসনে কমপক্ষে দুটি টহল দল মোতায়েন ও প্রতিটি ব্যাটালিয়নে দুটি টহল স্ট্রাইকিং রিজার্ভ থাকবে। র‌্যাব সদর দপ্তরে ১৫টি টহল দল সেন্ট্রাল রিজার্ভ হিসেবে প্রস্তুত থাকবে। দেশব্যাপী স্থাপন করা হবে ২৫টি অস্থায়ী ক্যাম্প। এছাড়া অন্যান্য স্থানে মোতায়েনের জন্য ৫০টি টহল দল প্রস্তুতসহ দেশব্যাপী মোট ৭০০টির অধিক টহল দল আইনশৃঙ্খলা রক্ষায় দায়িত্ব পালন করবে।

র‌্যাব গোয়েন্দা কার্যক্রমের মাধ্যমে তথ্য সংগ্রহ করা হবে এবং নিজস্ব সুইপিং ও বোম্ব ডিসপোজাল টিম প্রস্তুত থাকবে। এছাড়া আইনশৃঙ্খলা নিয়ন্ত্রণে প্রয়োজনে হেলিকপ্টার ও ডগ স্কোয়াড নিয়োগ করা হবে। অগ্রগণ্যতার ভিত্তিতে ঝুঁকিপূর্ণ/গুরুত্বপূর্ণ আসন বিবেচনায় মোতায়েনের জন্য বিভিন্ন ব্যাটালিয়ন থেকে টহল দল গুরুত্বপূর্ণ/ঝুঁকিপূর্ণ আসন বিবেচনায় মোতায়েনের জন্য সার্বক্ষণিক প্রস্তুত থাকবে। বিশেষ পরিস্থিতি নিয়ন্ত্রণের জন্য থাকবে র‌্যাব ফোর্সেস সদর দপ্তরের স্পেশাল ফোর্স। র‌্যাবফোর্সেস সদর দপ্তরের বোম্ব ডিসপোজাল ইউনিট সাতটি জোনে বিভক্ত হয়ে মোতায়েনের জন্য সার্বক্ষণিক প্রস্তুত থাকবে। র‌্যাব ডগ স্কোয়াডের ১০টি দল সার্বক্ষণিক প্রস্তুত থাকবে র‌্যাব ফোর্সেস সদর দপ্তরে। এছাড়া দেশব্যাপী বিভিন্ন জায়গায় চেকপোস্ট স্থাপন করে তল্লাশির মাধ্যমে নিরাপত্তা জোরদার করা হবে। নির্বাচন কমিশনের তথ্য ও গোয়েন্দা সূত্রে ঝুঁকিপূর্ণ আসনগুলোতে অধিক টহল নিয়োজিত রাখার পরিকল্পনা নেওয়া হয়েছে।

রয়েছে ৮৫০০ ব্যাটালিয়ন আনসার

২৯ ডিসেম্বর থেকে জাতীয় সংসদ নির্বাচন কেন্দ্র করে আইনশৃঙ্খলা রক্ষায় ৮ হাজার ৫০০ জন আনসার ব্যাটালিয়ন সদস্য স্ট্রাইকিং ফোর্স হিসেবে মোতায়েন করা হয়েছে। নির্বাচনী এলাকায় শান্তি-শৃঙ্খলা রক্ষায় তারা রিটার্নিং অফিসারের পরিকল্পনা অনুযায়ী নির্বাহী ম্যাজিস্ট্রেটদের নেতৃত্বে মোবাইল, স্ট্রাইকিং ও রিজার্ভ ফোর্স হিসেবে আগামী ১৩ জানুয়ারি পর্যন্ত দায়িত্ব পালন করবেন।

এপিবিএনের ২০০ প্লাটুন ফোর্স মোতায়েন

নির্বাচন কেন্দ্র করে সারাদেশে ২০০ প্লাটুন আর্মড পুলিশ ব্যাটালিয়ন (এপিবিএন) মোতায়েন রাখা হয়েছে। অবাধ, সুষ্ঠু ও শান্তিপূর্ণ পরিবেশে নির্বাচন অনুষ্ঠান এবং সার্বিক আইনশৃঙ্খলা রক্ষার্থে মেট্রোপলিটন এলাকা ও জেলাগুলোতে সহায়তার লক্ষ্যে ২০০ প্লাটুন এপিবিএন ফোর্স ২৯ ডিসেম্বর থেকে ১০ জানুয়ারি পর্যন্ত মোতায়েন থাকবে এবং দায়িত্ব পালন করবে।

এবার উপকূলীয় এলাকায় কোস্টগার্ড

নির্বাচন কেন্দ্র করে উপকূলীয় এলাকায় মোতায়েন করা হয়েছে কোস্টগার্ড। স্ট্রাইকিং ফোর্স হিসেবে থাকবে তারা। ৭ জানুয়ারি জাতীয় সংসদ নির্বাচন অবাধ, সুষ্ঠু, শান্তিপূর্ণ ও নিরপেক্ষভাবে অনুষ্ঠানের জন্য শৃঙ্খলা রক্ষায় ও বেসামরিক প্রশাসনকে সহায়তায় উপকূলীয় ৪৩টি ইউনিয়নে কোস্টগার্ড মোতায়েন করা হয়েছে। নির্বাচন কমিশনের নির্দেশনা অনুযায়ী নির্বাচনের আগে-পরে প্রশাসনকে সহায়তার জন্য ‘ইন এইড টু দ্য সিভিল পাওয়ার’ এর আওতায় ২৯ ডিসেম্বর থেকে ১০ জানুয়ারি পর্যন্ত উপকূলীয় এলাকায় মোবাইল ও স্ট্রাইকিং ফোর্স হিসেবে দায়িত্ব পালন করবে কোস্টগার্ড।

যেসব সহায়তা করবে সশস্ত্র বাহিনী

নির্বাচন কমিশন সূত্রে জানা যায়, নির্বাচন অবাধ, সুষ্ঠু, নিরপেক্ষ ও শান্তিপূর্ণভাবে সম্পন্ন করার লক্ষ্যে নির্বাচন কমিশনের অনুরোধের পরিপ্রেক্ষিতে স্থানীয় বেসামরিক প্রশাসনকে সহায়তা দেওয়ার জন্য পুরো বাংলাদেশের ৩০০টি নির্বাচনী এলাকায় আগামী ৩ জানুয়ারি থেকে ১০ জানুয়ারি পর্যন্ত (যাতায়াত সময়সীমা ব্যতীত) সশস্ত্র বাহিনী নিয়োগের জন্য বলা হয়েছে।

১. সশস্ত্র বাহিনীর সদস্যরা প্রতিটি জেলা/উপজেলা/মেট্রোপলিটন এলাকার নোডাল পয়েন্ট এবং সুবিধাজনক স্থানে নিয়োজিত থাকবেন।

২. রিটার্নিং অফিসারের সঙ্গে সমন্বয় করে জেলা/উপজেলা/থানায় সশস্ত্র বাহিনীর সদস্যদের মোতায়েন করা হবে।

৩. নির্বাচনী সশস্ত্র বাহিনীর টিমের সঙ্গে রিটার্নিং অফিসার নিয়োগ করা এক্সিকিউটিভ ম্যাজিস্ট্রেট থাকবেন এবং আইন, বিধি ও পদ্ধতিগতভাবে কার্যক্রম গৃহীত হবে।

৪. সংশ্লিষ্ট রিটার্নিং অফিসারের অনুরোধক্রমে ও সমন্বয়ের মাধ্যমে এলাকাভিত্তিক উন্নয়ন প্ল্যান চূড়ান্ত হয়ে যান বাস্তবতা ও প্রয়োজনীয়তা অনুযায়ী রিটার্নিং অফিসার ও সহকারী রিটার্নিং অফিসারের অনুরোধক্রমে চাহিদামতো আইনানুগ অন্য কার্যক্রম সম্পাদন করা হবে।

৫. ভোটগ্রহণের দিন, তার আগে ও পরে কার্যক্রম গ্রহণ এবং মোতায়েনের সময়কালসহ বিস্তারিত পরিকল্পনা করতে হবে।

সশস্ত্র বাহিনী নিয়োজিত দলগুলো ফৌজদারি কার্যবিধি ও অন্যান্য আইনি বিধান এবং প্রতিরক্ষা মন্ত্রণালয় থেকে জারি করা ইন্সট্রাকশন রিগার্ডিং এইড টু দ্য সিভিল পাওয়ারের ৭ম ও ১০ম অনুচ্ছেদের বিধান অনুযায়ী পরিচালিত হবে। মোতায়েন করা সশস্ত্র বাহিনী নির্বাচনী কাজে এক্সিকিউটিভ ম্যাজিস্ট্রেটের পরামর্শে ফৌজদারি কার্যবিধি অনুযায়ী বেসামরিক প্রশাসনকে আইনশৃঙ্খলা রক্ষায় সহায়তা করবে।

নির্বাচন কমিশনের (ইসি) অতিরিক্ত সচিব অশোক কুমার দেবনাথ জানান, এবার ৫ লাখ ১৬ হাজার আনসার সদস্য, ১ লাখ ৮২ হাজার ৯১ পুলিশ ও র‌্যাব সদস্য, ২ হাজার ৩৫০ কোস্টগার্ড সদস্য এবং ৪৬ হাজার ৮৭৬ বিজিবি সদস্য থাকবেন। আনসার-ভিডিপিসহ ভোটকেন্দ্রের নিরাপত্তা সদস্যরা ভোটের আগের দুদিন ও পরের দুদিন মিলিয়ে পাঁচদিন নিয়োজিত থাকবেন।

তিনি বলেন, ‘অতি গুরুত্বপূর্ণ কেন্দ্রে আনসার সদস্যের পাশাপাশি পুলিশের সংখ্যা বেশি থাকে। আর গুরুত্বপূর্ণ কেন্দ্রে কিছু সংখ্যক কম থাকে। যোগাযোগ বিচ্ছিন্ন, আইনশৃঙ্খলা বাহিনীর দায়িত্বে সমস্যা হলে সেগুলো অতি গুরুত্বপূর্ণ বিবেচনা করা হয়।’

ঢাকা মহানগর পুলিশের (ডিএমপি) যুগ্ম-পুলিশ কমিশনার (অপারেশন) বিপ্লব কুমার সরকার জাগো নিউজকে বলেন, ‘নির্বাচনে যে কোনো ধরনের উদ্ভূত পরিস্থিতি মোকাবিলায় সর্বোচ্চ সতর্ক থাকবে পুলিশ। এ বিষয়ে মাঠ পুলিশকে প্রয়োজনীয় নির্দেশনা দেওয়া হয়েছে। ভোটারদের নিরাপত্তা ও ভোটকেন্দ্রের নিরাপত্তা দিতে পুলিশ বদ্ধপরিকর।’

তিনি বলেন, ‘নির্বাচনের আগে ও পরে ঢাকা মহানগরীতে ২৪ হাজার পুলিশ সদস্য মোতায়েন থাকবে। এর একাংশ এরই মধ্যে নির্বাচনী কার্যক্রমে মাঠে নেমেছে।’

র‍্যাবের লিগ্যাল অ্যান্ড মিডিয়া উইংয়ের পরিচালক কমান্ডার খন্দকার আল মঈন জাগো নিউজকে বলেন, ‘জাতীয় সংসদ নির্বাচন অবাধ, সুষ্ঠু ও শান্তিপূর্ণ অনুষ্ঠানের লক্ষ্যে শান্তি-শৃঙ্খলা রক্ষায় রাজধানীসহ সারাদেশে র‍্যাপিড অ্যাকশন ব্যাটালিয়ন (র‍্যাব) মোতায়েন করা হয়েছে। নির্বাচন কমিশনের নির্দেশনা অনুযায়ী র‍্যাব ফোর্সেস শুক্রবার (২৯ ডিসেম্বর) থেকে ১০ জানুয়ারি পর্যন্ত মোবাইল ও স্ট্রাইকিং ফোর্স হিসেবে সব নির্বাচনী এলাকায় দায়িত্ব পালন করবে।’

তিনি বলেন, ‘নির্বাচনে গোয়েন্দা কার্যক্রমের মাধ্যমে তথ্য সংগ্রহ করা হবে এবং নিজস্ব সুইপিং ও বোম্ব ডিসপোজাল টিম প্রস্তুত থাকবে। আইনশৃঙ্খলা নিয়ন্ত্রণে প্রয়োজনে হেলিকপ্টার ও ডগ স্কোয়াড নিয়োগ করা হবে।’

 

ঝুঁকিপূর্ণ কেন্দ্রে বাড়তি ফোর্স মোতায়েন রয়েছে। কোনো কোনো দুর্গম এলাকার কেন্দ্রও ঝুঁকিপূর্ণ। সেগুলোর বিষয়েও বাড়তি ফোর্স দিয়ে কাজ করছে পুলিশ। পুলিশ অবাধ ও শান্তিপূর্ণ নির্বাচন অনুষ্ঠানের জন্য সর্বাত্মক গুরুত্ব দিয়ে কাজ করছে।- আনোয়ার হোসেন

 

পুলিশ সদর দপ্তরের উপ-মহাপরিদর্শক (ডিআইজি-অপারেশন) আনোয়ার হোসেন জাগো নিউজকে বলেন, ‘নির্বাচন কেন্দ্র করে সারাদেশে প্রায় দুই লাখ পুলিশ সদস্য মোতায়েন থাকছেন। তারা নির্বাচনের সময় টহল দেওয়া থেকে শুরু করে স্ট্রাইকিং টিম, ম্যাজিস্ট্রেটের সঙ্গেও ডিউটিতে থাকবেন। নির্বাচনী এলাকায় রিটার্নিং কর্মকর্তা কোনো অভিযোগ পেলে তার প্রতিকারের ব্যবস্থা নিচ্ছেন। আর তাদের সহযোগিতা করছে পুলিশ। কেন্দ্রে প্রিসাইডিং অফিসাররা যেভাবে নিরাপত্তার নির্দেশনা দেবেন পুলিশ সেভাবে কাজ করবে।’
